Elana Broitman is an attorney specializing in U.S. National Security. She has spent the past 10 years on Capitol Hill where she has specialized in cybersecurity legislation and policy. For five years, she served as senior advisor to Senator Gillibrand for her work on the Senate Armed Services Committee and the Senate Foreign Relations Committee, including provisions in the National Defense Authorization Act, omnibus cybersecurity legislation, and legislative changes in the nanotechnology, anti-counterfeiting, directed energy and rare earth sectors. Ms. Broitman’s prior government experience included serving as Counsel to the House International Relations Committee (HIRC), and Senior Rule of Law Advisor, Europe & Newly Independent States at USAID. Among her responsibilities at HIRC, Ms. Broitman managed the reauthorization of the Export Administration Act and the State Department authorization. In her experience with USAID, Ms. Broitman served in D.C. overseeing rule of law reform in all of the former Soviet States, and in Kyrgyzstan, where she led the privatization of the agricultural sector. Prior to her decade in government service, she was an attorney in private practice with Arnold & Porter as well as Pfizer for its intellectual property matters in the Asian and European markets.
