Job Opportunity: Team Leader/ Institutional Development Specialist

A TRANSTEC-led Consortium (including CMI, HD Centre, WANEP and Transtec Africa) has been invited to submit a proposal to provide TA for the “EU Support to Ecowas regional peace, security and stability Mandate (EU-ECOWAS PSS)” Programme.

Tentatively scheduled to start in January 2015, this will be a 4 years assignment involving 3 Long Term Key Experts (LTKEs) as well as a number of Non Key Experts (NKEs) who will be providing short term sector specific expert services on a on as needed basis.(The ToR for this assignment is attached herewith)

The Team Leader/ Institutional Development Specialist is required to have the following:

  • At least a Master Degree (Academic level) in public/business administration, international management/project management, conflict related studies, or a relevant, directly related discipline, or equivalent;
  • Effective verbal and written communication skills and ability to write reports in a clear and concise manner in both English and French;
  • Excellent interpersonal skills to relate to counterparts on all levels of hierarchy;
  • IT literate, very good data-processing knowledge, and of office automation.
  • 15 years of professional experience in international development cooperation and/or in international/regional organisations;
  • 7 years of experience with project management and financial and contractual management procedures in projects financed by EU or other bilateral and/or multilateral development partners/donor agencies.
  • 5 years of experience in Sub-Saharan Africa;
  • Experience in communication, negotiation and dialogue at high level;
  • Fluency in oral and written English and knowledge of at least one (1) of the other working languages of ECOWAS (French, Portuguese) is required;
  • Experience in dealing with politically sensitive assignments.
  • 5 years of management of a multidisciplinary team or team leader in an internationally funded project, in a domain related to peace & security/conflict(s) prevention;
  • 5 years of experience with capacity development and/or technical assistance in areas related to the tasks under this ToR, and in particular: (i) organisational capacity development and/or; (ii) provision of policy and expert advice; and/or (iii) strengthening of implementation.
  • Experience with projects financed from the European Development Fund (EDF), and following Project Cycle Management(http://ec.europa.eu/europeaid/multimedia/publications/publications/manuals-tools/t101_en.htm) and Financial and Contractual Management Procedures (http://ec.europa.eu/europeaid/prag/document.do?locale=en)
