 The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. 
The Governance For Development and Peace (G4DP) Team within the Global Partnership and Policies Division of the Development Co-operation Directorate (DCD) promotes the achievement of Busan commitments on governance, peace-building and fragility. The Team aims to achieve impact through improved development practice. Achieving improved international practice on governance and peace-building is facilitated by evidence-based guidance and an open dialogue on effective support to partner countries through engagement with stakeholders in a variety of forums, including the International Dialogue on Peace-building/State-building and the Effective Institutions Platform. The Team also supports OECD-DAC networks dedicated to governance and fragility issues (GovNet, and the International Network for Conflict And Fragility, INCAF). All members of the team are expected to have practical experience, a strong commitment to international development goals, as well as a strong commitment to continuous professional development and effective teamwork.
The Team is looking for a Conflict and Peace Adviser to join the fragile states unit. The Adviser will be an experienced and senior expert with a track record of engaging with high level stakeholders in international organisations and partner governments. The Adviser will be able to lead thinking on conflict and fragility issues, including global policy debates, development practice and contributing to on-going processes such as the New Deal. The chosen candidate will also support work-streams emerging from international forums, particularly INCAF and its associated Task Teams. S/he will be familiar with international debates conflict/fragility, including in relation to the post-2015 development agenda. S/he will have the expertise and experience to help inform wider thinking and will be sought out as a source of expertise by development actors.
The selected candidate will report to the Head of the G4DP Team.

Main Responsibilities

Expertise and Policy Advice
  • Engage with senior stakeholders and counterparts to ensure that INCAF and the International Dialogue deliver effective impact in supporting the New Deal for fragile states.  
  • Advise on conflict and fragility issues and contribute wider expertise across the team.
  • Draft papers capable of moving forward debate and practice on conflict and fragility issues particularly where relevant to the work-plan of INCAF and the task of implementing the New Deal. 
  • Facilitate the delivery of new research that adds to the knowledge base on these issues.  
  • Lead processes to assess the evidence base on the effectiveness of international engagement with issues of conflict and fragility.
  • Promote effective knowledge management, evidenced lesson-learning and action-orientated debate on conflict and fragility.
  • Support the work of the Global Partnership for Effective Development Co-operation.
  • Support the work of co-chairs and stakeholders within key policy forums, helping to ensure that these groups can effectively address issues of international practice and policy. 
Representation and liaison
  • Engage with members of the DAC and wider OECD to support the broader organisational agenda and delivery against organisational commitments.
  • Represent DCD at stakeholder meetings and other forums and effectively communicate the outcomes/conclusions of related work-streams.  
  • Prepare briefing material for the Secretary-General and other senior officials.
  • Engage and support the work of other OECD teams/departments engaged in development and conflict related issues.
  • Provide such support as may be needed to enable the Organisation to deliver OECD’s Development Strategy.
  • Carry out any other tasks needed to enable the G4DP Team to deliver on its overall objectives.

 

Ideal Candidate profile

Academic Background
  • An advanced degree in political science, law, development studies, economics or another relevant area.
Professional Background
  • At least three years’ experience in a national government, a voluntary organisation or an international organisation working in a field relating to conflict/fragility in developing countries.
  • Familiarity with approaches to fragility including the New Deal for Fragile States and the international Peace-building and State-building goals. 
  • Familiarity with working with senior level stakeholders, including government Ministers and leaders of international organisations.
  • Direct experience of delivering international development assistance in a fragile state is desirable. 
  • Proven experience of working with diverse and complex stakeholder groups, including a good understanding of international policy forums and negotiations.

Languages
  • An excellent written and oral command of one of the two official languages of the OECD (English and French) including a proven high level of drafting ability and working knowledge of, or willingness to learn, the other.
  • Excellent communication skills and the ability to represent the Organisation at meetings and conferences.

Contract Duration

Two years starting as soon as possible, with the possibility of renewal.
What the OECD offers
  • Depending on level of experience, monthly salary starts at either 5,400 EUR or 6,700 EUR exempt of French income tax, plus allowances based on eligibility.
