OIRA Directs Agencies to Develop Regulatory Allowances Pursuant to 2-for-1 Executive Order
The Office of Information and Regulatory Affairs (OIRA) issued a memorandum directing agencies to develop regulatory allowances for FY2018, pursuant to Executive Order 13771: Reducing Regulation and Controlling Regulatory Costs (Jan. 30, 2017).
The memorandum directs each agency to “propose a net reduction in total incremental regulatory costs for FY 2018.” Notably, this directive goes above and beyond the core directive of EO 13771 (that agencies should ensure that the total incremental cost of all new regulations is no greater than zero) by instructing agencies agencies to ensure that the costs of new rules are more than offset by repealed rules.
