Understanding and Mapping the Legal Framework Governing Public-Private Partnerships (PPPs)

Governments around the world are turning to public-private partnerships in efforts to achieve a number of objectives, including the construction, operation and management of public infrastructure, management and use of natural resources, and provision of public services. Experience to date shows, however, that not all such PPPs produce their anticipated benefits. Yet both failures and successes have generated increased understanding of key issues, including how to govern these deals in law and/or contract. Recognizing the need to learn from this accumulated experience, CCSI is developing a database to enable governments and researchers to identify the legal formulas that can and have been used to produce successful PPPs.
