EU Judges Visit Columbia Law School

From October 31 through November 2, CCSI, the European Legal Studies Center, and the EU Delegation to the UN hosted two distinguished Judges– Allan Rosas, Court of Justice of the EU, and Savvas Papasavvas, General Court of the EU– for a week of discussions on matters of investment, trade, legal challenges in the EU, and other timely developments in EU and International Law.
Monday October 31, 12:10-1pm, Jerome Greene Hall, Case Lounge:
“The Interaction Between EU Law and Investment Law”
Allan Rosas discussed recent developments with regard to the status and relevance of investment law in the EU legal order, including in the case law of the European Court of Justice and in the context of agreements signed or being negotiated with third countries, including the EU proposal for an international investment court. (This talk was also part of our Fall 2016 International Investment Law and Policy Speaker Series).

“Internal and External Challenges facing the EU”
The EU Delegation to the UN hosted Allan Rosas and Savvas Papasavvas to speak on crucial legal and social issues within and external to the EU that are prompting unprecedented legal and political actions, and triggering seminal legal decisions regarding the current and future roles of EU law and institutions. These include the role of the EU in adopting and enforcing restrictive measures (or economic sanctions) aimed to address global threats, as well as the role of, and implications for the EU, in a time of diverse challenges such as the continuing economic crisis in certain Member States, the migrant crisis, the rise of the extreme right and the possible constitutional and legal implications of implications of the Brexit. The talk was introduced and moderated by Anu Bradford, Henry L. Moses Professor of Law and International Organization and Director, The European Legal Studies Center.

“The General Court’s Role as a Guardian of the Rule of Law”
Savvas Papasavvas provided a general introduction to the General Court and an overview of its contribution over the past 27 years to ensure the rule of law.
About Allan Rosas and Savvas Papasavvas:
Allan Rosas has been a Judge at the European Court of Justice since 2002. He is also a Senior Fellow of the University of Turku, and a Visiting Professor at the College of Europe and University of Helsinki. Previously, he was a Professor of Public Law of the University of Turku (1978-1981) and Armfelt Professor of Law of the Åbo Akademi University (1981-1995); held various governmental expert functions in Finnish legal life and in the context of the United Nations, UNESCO and the Council of Europe (until 1995); served as Principal Legal Adviser at the Legal Service of the European Commission (1995-2001) and as Deputy Director-General of the said Legal Service (2001-2002). He has published more than 400 publications in the fields of EU law, international law and international relations and Finnish and comparative constitutional and administrative law. He holds Doctor of Laws, Honorary Doctor of Laws, and an Honorary Doctor of Political Science.
Savvas S. Papasavvas has been a Judge at the General Court of the European Union since May 2004, twice elected President of Chamber since September 2010. He is a Member of the Administrative Committee of the Court of Justice of the E.U. He taught Constitutional Law and Human Rights at the University of Cyprus from 1997 until his nomination at the General Court. He is also a Founding member of the European Law Institute. His publications are in the fields of constitutional law, constitutional justice, human rights, EU law and EU competition law. He studied at the Law School of the University of Athens, and also holds a DEA in public law from the University of Paris II and a PhD in Law from the University of Aix-Marseille III. He was admitted to the Cyprus Bar and is a member of the Nicosia Bar Association since 1993.
